Biz reforms: Punjab, Haryana among top achievers

Punjab and Haryana have emerged among the seven top achievers in dismantling archaic rules and regulations, thus stepping up the ease of doing business in their jurisdictions.

  • Other states in the Top Achievers category are Karnataka, Tamil Nadu, Andhra, Gujarat and Telangana
  • Himachal Pradesh, Madhya Pradesh, Maharashtra, Odisha, Uttarakhand and Uttar Pradesh have been categorised as Achievers
  • Assam, Kerala, Goa, Chhattisgarh, Jharkhand, Kerala, Rajasthan and West Bengal are among the Aspirers category

The fifth assessment of states and UTs this time under the “Business Reforms Action Plan (BRAP) 2020” avoided rankings and instead clubbed states in four broad categories: Top Achievers, Achievers, Aspirers and Emerging Business Ecosystems. This was done because there was very little difference between states in terms of points scored and it was unfair that one state would take pole position and another the fifth though a few points separated them, explained Anurag Jain, Secretary, Department of Industrial Promotion.

Himachal Pradesh, Madhya Pradesh, Maharashtra, Odisha, Uttarakhand and UP are in the Achievers category. Assam, Chhattisgarh, Goa, Jharkhand, Kerala, Rajasthan and West Bengal have been placed in the Aspirers category. Delhi is in the last category along with Jamp;K, Manipur, Meghalaya, Nagaland, Puducherry and Tripura.

The rankings were released by Finance Minister Nirmala Sitharaman in the presence of Commerce Minister Piyush Goyal.
