Cabinet sub-panel likely to frame law to regularise 36K staff in Punjab

Chandigarh, July 19

The newly formed Cabinet Sub-Committee is trying to frame a law for the regularisation of services of 36,000 employees so that it can legally withstand the objections raised in another case decided by the Supreme Court.

The committee, headed by Finance Minister Harpal Cheema and ministers Gurmeet Singh Meet Hayer and Harjot Bains as members, had met here today to assess the process for the regularisation of the services of employees. The regularisation ofservices was among the first announcements made by CM Bhagwant Mann after assuming the charge of his office.

Officials from the office of the Legal Remembrance and Advocate General were reportedly present in today’s meeting. The two Bills prepared by the two previous governments — Congress in 2021 and SAD-BJP in 2016 — were examined in light of the SC judgement in Uma Devi case. The officers were told to frame the new law so that it does not have to undergo legal scrutiny.

Though initially, the state officials had recommended that the services of only those employees be regularised, who were working on already sanctioned posts, the committee is reportedly against this suggestion. An officers’ committee had initially worked out that 10,000 of these employees were working against the sanctioned posts.

This, however, was outrightly rejected by the Cabinet panel and officers were reportedly pulled up. The panel has now asked the officers to collect data for all contractual staff in government departments as well as in boards and corporations, so that maximum people are benefitted. The officers have been asked to meet the committee members with the data within two days.
