Commission seeks report on quota for SC staff in Punjab courts

New Delhi, September 16

The National Commission for Scheduled Castes (NCSC) today issued a notice to the Punjab Government to consider reservations in the promotion of its judicial officers and other court employees belonging to the SC category.

The commission has asked the government to file a report within two weeks on action taken in the matter. The commission has interceded with the state government while considering a complaint against it for not implementing the quota policy for SCs with regard to judicial officers and court employees.

The panel, headed by Vijay Sampla, held five hearings at its headquarters. It also summoned senior officers of the Centre and state. The complainant in the matter had alleged the state government had passed a law — the Punjab SC and BC (Reservation in Services) Act, 2006. It provides for 14 per cent reservation to group A and B employees with regard to promotion.

Similarly, 20 per cent reservation has been laid down for group C and D employees. However, the government never implemented the provisions. The commission recommended the Punjab Home Ministry to immediately move the file for implementation. — TNS
