A Khalistan banner was found outside the mini-secretariat complex here on Wednesday morning.
Besides the offices of deputy commissioner and senior superintendent of police, the complex houses district courts.
The banner was put on the trees outside the boundary wall of the complex.
While the police removed it immediately after it was noticed at around 7 am, the volunteers of right-wing outfits staged a protest demanding immediate action against the miscreants.
